Queen’s Manor Primary School

Queen’s Manor Primary School is consulting on a proposed change to the designation of its Special Educational Needs (SEN) Unit (The Pavilion).

Background

Queen’s Manor is commissioned by the Local Authority to provide a SEN Unit offering specialist provision for pupils with Education, Health and Care Plans (EHCPs). The Pavilion has historically supported pupils with a primary need of autism and/or moderate learning difficulties (MLD).  The London Borough of Hammersmith & Fulham is currently reviewing and developing its specialist SEND provision as part of the Special School Organisation Plan 2025–2027, which aims to ensure there are sufficient, high-quality local places aligned to pupils’ needs. A key priority within this work is the development of specialist autism provision in mainstream settings, enabling pupils with autism to access high-quality education alongside their peers, supported by specialist expertise.

Proposed Change

We are proposing that the designation of The Pavilion is formalised as: Autism Only

Rationale

This proposal reflects both current practice and local need:

  • The majority of pupils currently in The Pavilion have a primary need of autism.
  • All recent admissions to the unit have been for pupils with autism.
  • The provision, staffing expertise, and curriculum are already designed and delivered with a strong focus on supporting autistic pupils.
  • Aligning the designation will support the Local Authority’s strategic planning for SEND places and ensure clarity for families and professionals.

Current Pupils

We want to be clear and reassuring:

  • A small number of pupils currently in The Pavilion do not have autism as their primary need.
  • These pupils are well-supported, settled, and making progress within the provision.
  • There are no plans to move these pupils as a result of this proposal.
  • The school will continue to meet their needs fully and appropriately.
  • Any future decisions for individual pupils would always be made in partnership with families and the Local Authority.
  • The day to day running and operation of The Pavilion will not look any different to what it does now.
